In April 2008, Dr. David launched Biomedical Engineering Consultants LLC, a consulting firm focusing on the optimization of the management of medical technology life cycles, including risk mitigation, patient safety, compliance validation and operational program efficiency issues. Biomedical Engineering Consultants advises clients in industry, health care delivery, hospitals, government agencies, and academic institutions on the engineering issues and other topics related to technical support services.

Following over a quarter of century of service as the Director for the Biomedical Engineering and Television Services Department (62x FTE) and as the Director for the Center for Telehealth (3x FTE) at the largest pediatric medical center in the U.S., Dr. David’s in-house program has been noted throughout the industry for its professional accomplishments and the high retention rate of its staff. The leadership provided by Dr. David established a track record and list of accomplishments that were globally recognized including by his own institution’s CEO, colleagues, outside vendors including Philips/Emergin, Tyco and GE, as well as through national awards from the Commissioner of the FDA (2001), the ECRI Institute for Best Customer Service Program (2006) and for Best Technology Integration Program (2007), and AAMI for his humanitarian engineering achievements (2008).

Dr. David has successfully launched projects associated with planning and deployment of hospital wireless infrastructure to support point-of-care processes, smart infusion pumps, nurse call and bedside alarm integration. Dr. David initiated collaborative training of IT and clinical engineering managers and staff at Texas Children’s Hospital and has conducted training and audits on technology management and integration issues at the national meetings of the following professional groups: the Association for the Advancement of Medical Instrumentation (AAMI), American College of Clinical Engineering (ACCE), Hospital Information Management Systems Society (HIMSS), and American College of Healthcare Executives (ACHE). Dr. David has developed and trained audiences in biomedical engineering and IT programs including global locations such as Brazil, Columbia, Mexico, Russia, Israel, Saudi Arabia, India, Italy and China.

David was a founder and first president of the American College of Clinical Engineering (ACCE) as well as of the nonprofit Healthcare Technology Foundation. He also founded the Center for Telemedicine & e-Health Law in Washington DC, and served as its first elected president.

Dr. David is active in technical standards development field where he served on the Accreditation Board for Engineering Technology (ABET), on the Committee on Health Care Safety of the Joint Commission (JCAHO), on the National Fire protection Association (NFPA) and where he presently serves on the Food and Drug Administration (FDA) advisory panel and Chairman, International Federation of Biological and Medical Engineering (IFMBE) Clinical Engineering Division.

Dr. David maintains academic appointment with University of Texas School of Public Health, and previously with Baylor College of Medicine, University of Texas Health Sciences School and Tec de Monterrey Medical School in Mexico.
